The Police, Crime, Sentencing and Courts Act 2022 received Royal Assent on 28 April 2022. Within the bill is the provision for a new Police Covenant.
The Police Covenant is a pledge to do more as a nation to help those who serve this country and specifically to recognise the bravery, commitment, and sacrifices of those who work or have worked in policing. The covenant aims to ensure that members or former members of the police workforce in England and Wales are not disadvantaged as a result of working in policing.
This includes constables and special constables (appointed under section 25 of the Railways and Transport Safety Act 2003 (the "2003 Act")) of the British Transport Police Force; employees of the British Transport Police Authority appointed under section 27 of the 2003 Act and under the direction and control of the Chief Constable of the British Transport Police Force; persons designated as community support volunteer or policing support volunteers under s.38 of the 2002 Act as applied by section 28 of the 2003 Act.
There is a new duty for the Secretary of State, in each financial year, to prepare a police covenant report, and lay it before Parliament. The first report will cover the financial year 2022/23 and will be laid before Parliament in spring 2023. The report must focus on the health and wellbeing and physical protection of members and former members of the police workforce, and support for their families.
